Yep exactly that. They would need a signed copy of the FFL before the transaction can take place. At least that's how it was when I had my FFL.

Ballpark is the FFL transfer will cost seller about $50 plus shipping, and close to the same for you. So it adds about $100 to what you're thinking to pay. Again a ballpark. I went through a similar thing to get some pistols down to FL from NY ( they belonged to my grandfather).
