FWIW, when I first got my G30 (BNIB), it was exactly the same way.
To rack the slide I found it easier to grip the slide as Series11 describes, but instead of pulling back on the slide, I would push forward on the frame. Worked well.
Eventually, the springs loosened up properly, and the gun was properly broken in, so no more issues.
