One of the things that lead to the fall of the Roman Empire was it's massive use of foreign mercenaries. Foreigners were promised Roman citizenship.

They were needed because the Romans themselves had become fat, bloated, lazy, immoral and most of all...stupid.

One of the reasons the government instituted this program is because they were having a hard time recruiting and retaining. There are a lot of people around the world who would love to become American citizens and are willing to serve in our armed services if it creates a path to citizenship. We can probably argue whether or not this makes those individuals mercenaries however it is important to keep in mind that there are probably better ways of making a living than enlisting in the US Army that don't involve the risk of death or serious life altering injury.

On the flip side it wouldn't be hard to argue that America (and Americans) have become fat and lazy. Statistics back up this belief!
